It is City Hall and the center of city government, but the building is dwarfed by its neighbour accross the street (Also on the NRHP), the massive US Post Office and Federal Courthouse.

Oh, well just because it made it on the NRHP, doesn't mean it has to big.

Construction of this building started in 1902 and was completed in 1904. The land for the building was donated by W. S. Stratton, an early benefactor for Colorado Springs.

The building is plain at 1st glance, then you start to notice the solid walls of granite blocks and the buttress type stairs leading to the entrances. The lower portion is comprised of 6 rows of rough-hewn blocks and the upper 2 stories are crisp cut.

One very interesting thing are the many different styles of window casements. I saw 6 very different styles. The 6 fluted columns which frame the 2 entrances are crowned with sculpted scrolls which lend an air of romanesque flavor to this kind of plain structure. The NRHP calls it Classical Revival.
