The movement to erect the monument grew out of a suggestion from the local Women's Relief Corps and the Ladies Auxiliary to the Grand Army of the Republic. The sculpture was made possible by local subscription at a cost of $1,620. The pedestal was furnished by the city at a cost of $105. The monument was rededicated to the veterans of all wars.
