The waterfall is a well known ribbon type waterfall, where Tiffany Creek plunges over the Niagara Escarpment. About 100 metres upstream, you will find Washboard Falls and if you continue farther, Stephanie Falls.
Park at the Bruce Trail parking lot on Wilson Street East (N43 14.439 W79 57.591) and take the Tiffany Falls Access Trail (Blue Blazes) to the falls. There is an observation area at the bottom, with interpretive plaques.
While it is technically possible to climb to the top of the falls using a social trail, I can't recommend you try that - it is a risky climb. To get to the top, take the social trail from the end of Montgomery Drive instead.
