This time capsule was placed by the township of Toms River in front of the old Town Hall on Washington Street.

This time capsule was placed in December 2006 to mark the changing of the township name from Dover to Toms River. The mayor and local schools students joined together for the placing of items in the time capsule. Included in the capsule were 100 articles bearing the Dover Township name, including Dover Township papers and parking permits, patches with the township seal of Dover on them, medals and buttons, paper tally results from the November 2006 name change election; a 1976 bicentennial plate; a Dover Township code book and a 1935 Toms River High School yearbook. A copy of the Constitution of the United States of America and the Declaration of Independence were also placed in the time capsule.
The capsule will be opened in December 2026.
