The declaration of Anti-Nuclear City is located beside this figure.

Toshima-ku wished permanent peace of the world and did "nonnuclear city declaration" for the first time by 23 ward on July 2nd in 1982.
Text on Monument/Memorial Sign or Plaque:
Nonnuclear city declaration Permanent peace of the world is a wish of human commonness. But a nuclear military expansion race is following an only way of intensity. We should play the aggressive role about a total ban of a nuclear weapon and promotion of disarmament along spirit of a peace constitution as human only nation that was the victim of atomic bombs people. Therefore the "three nonnuclear principle" which is my Japanese national policy (It's neither made nor had, I don't make them bring it in.) is ignored, and Toshima city and Toshima city nation worry that a nuclear weapon is brought into our sea and plateau, and what kind of every kind of national nuclear weapon also refuses coming and the thing which passes as well as deployment and storage in the area of my Toshima city? More other autonomous bodies cooperate, and Toshima city and Toshima city nation make an effort for nuclear weapon perfect prohibited, disarmament and nonnuclear arming in the whole world. The right is declared. July 2nd in 1982 TokyoToshima city
