The memorial is located in downtown Livermore, in a plaza at the corner of First and Livermore. By the memorial is a nice fountain and some benches to sit and enjoy the day. The memorial consists of a pedestal with a plaque on it. The bronze plaque sits on something that looks like a conductor stand.
