Wallowa County was established on February 11, 1887, out of the eastern portion of Union County. Initially Joseph was the county seat, however Enterprise became the county seat in 1888 by election. A vote in 1899 to construct a county courthouse was defeated by the 60 voters. It was not until 1909 that the county courthouse was built. The courthouse has a Romanesque style and is constructed of native stone. The building continues to serve as the courthouse for the county.
