Qui Shi Huangdi, conquered all the other kingdoms then present in China to create one country. He then went on to standarise the writing system, money and build a massive road system, his mausoleum (the largest in the world) and the Great Wall of China.
He is recorded as a controversial figure bringing reform to the country but also being a tyrant. Some 700,000 mem spend 50 years building his tomb and there approximately one body per metre buried in the Great Wall.
