Also known as the McCann Memorial Monument, this clock and sculpture honors Owen McCann, the first chairman of Leitrim County Council. He lived from 1851-1901. The Town Clock was erected in 1905 by townspeople and friends of of Owen McCann. The clock attached to the monument was removed for a time due to disrepair, but was restored and replaced. It is a great source of pride to the residents of County Leitrim.

The plaque on the front of the monument reads
"This clock and tower are erected in memory of Owen McCann J.P.C.C. of Carrick-on-Shannon First Chairman of the Leitrim County Council by the people of this County as a tribute of the esteem and affection in which he was held by all"
