Apparently according to the marker this location was one of the Oregon Trail routes. It evolved into Highway 99 sometime in the 1920's-30's. Today it is Franklin Blvd. The turnout has become a spot for folks to dump their trash over the embankment. The pass received a mention in the 1940 guide but it was one sentence and didn't go into the history of the place.
