The waterfalls are best accessed by parking at the listed coordinates which are for Cascade Park. While entering the park, a wide paved trail is visible to the right. Follow that trail along the upper edge of the ridge. This will lead to a second paved trail leading to the falls. Near the falls there is an observation platform.
