These were set up in Garrett in the fifties for civil defence and have been updated at least once. (Once that I know of.) They are still used to warn that the volunteer fire department is on their way to a call so watch out for civilian cars on the way to the station. They are also used to warn of tornados and extremely bad summer storms in Indiana.
I think they should use them to flag NICE days in Indiana - it's not like the concept of "really bad summer storms" is exactly novel here.
