This appears to be a regular USGS round marker. The outside ring of text is "US DEPARTMENT OF INTERIOR * GEOLOGICAL SURVEY". Inside that ring of text is another; the top portion reads "CASCADES VOLCANO OBSERVATORY" and the bottom portion reads "VANCOUVER WASHINGTON". Inside this ring is the final designation, obviously stamped with much less pressure, reading on the top "MOWICH" and on the bottom "1994".
