Dr. Welburn was Arlington's Medical Examiner for 30 years and helped establish Arlington Hospital, which is now called Virginia Hospital Center Arlington.

This park, Wellburn Square, as it is currently called, hosts the Ballston Farmers' Market which is open from 11am to 3pm every Friday from June to October. Entertainment is often provided at this market.

This is a peaceful park and historical place in the heart of Arlington's Ballston area.
