"La Municipalidad de Luján empezó a funcionar el 26 de enero de 1856 en el edificio levantado para Casa Cabildo y Cárcel de la Villa de Nuestra Señora de Luján, iniciado en 1772 y finalizado en 1796 ó 1800.
En 1886 se cambió la estructura orgánica de la Municipalidad en virtud de una Ley Orgánica impulsada por el entonces gobernador Carlos Alfredo D´Amico, creándose la división entre un Departamento Deliberativo, a cargo de un cuerpo colegiado llamado Concejo Deliberativo (a partir de 1891 se llamará Concejo Deliberante) y un Departamento Ejecutivo unipersonal, a cargo de un Intendente Municipal.
Este cambio no implicó más que la salida del Juzgado de Paz de la ex Casa Capitular, por falta de espacio.
En 1897, siendo intendente municipal el comerciante mitrista Jacinto Sein, los dos departamentos de la Municipalidad de Luján dejaron la ya centenaria Casa Cabildo y pasaron a un edificio que alquilaron a don José Meneghetti donde hoy se halla el Correo Argentino, frente a la plaza Colón.
El 6 de marzo de 1906, siendo intendente municipal don Juan B. Barnech y con vistas al Centenario de la Revolución de Mayo, el Concejo Deliberante sancionó una ordenanza autorizando la construcción de una Casa Municipal, Poco después se empezaron las obras de la actual Casa Municipal sobre un terreno del antiguo edificio de la Escuela de Varones, entre otros.

El 13 de mayo de 1906, día de la Virgen de Luján entonces, se colocó la piedra fundamental con el padrinazgo del gobernador de la Provincia de Buenos Aires,
La inauguración del edificio tuvo lugar el 24 de mayo de 1910, oportunidad en que se repartió una medalla conmemorativa. Dos días después la colectividad francesa, por conducto del presidente de la Sociedad Francesa de Socorros Mutuos, don José María Dominici, le entregó una araña eléctrica a la Municipalidad.
El intendente Juan G. Kaiser agradeció con un discurso. En la planta baja de la Casa Municipal se cantó el “Himno de Riego” y en la escalinata don Antonio Seijo, en nombre de los inmigrantes españoles, entregó el reloj que sería colocado en el frente de la sede comunal y cuya donación fue resuelta por la asamblea de la Asociación Española de Socorros Mutuos el 27 de febrero del mismo año, siendo presidente don Carmelo Yangüez.
La colectividad italiana, por su parte, donó, las dos estatuas que están en el inicio de la escalera externa.
Hacia 1929, siendo inténtenle municipal don Federico Fernández de Monjardín, se modificó la fachada del edificio comunal, despojándolo de los adornos típicos de su estilo original porque se pensaba imponerle un estilo neocolonial.Luján (1937)".

"The Municipality of Luján began to function on January 26, 1856 in the building built for the Cabildo House and Jail of the Villa de Nuestra Señora de Luján, begun in 1772 and completed in 1796 or 1800.
In 1886 the organic structure of the Municipality was changed by virtue of an Organic Law promoted by the then governor Carlos Alfredo D'Amico, creating the division between a Deliberative Department, in charge of a collegiate body called the Deliberative Council (as of 1891 it was will be called the Deliberative Council) and a single-person Executive Department, headed by a Municipal Mayor.
This change did not imply more than the departure of the Peace Court from the former Chapter House, due to lack of space.
In 1897, when the Mitrista merchant Jacinto Sein was municipal mayor, the two departments of the Municipality of Luján left the now centenary Casa Cabildo and moved to a building that they rented from Mr. José Meneghetti where the Correo Argentino is today, in front of Plaza Colón. .
On March 6, 1906, when Mr. Juan B. Barnech was municipal mayor and with a view to the Centennial of the May Revolution, the Deliberative Council sanctioned an ordinance authorizing the construction of a Municipal House. Shortly after, work on the current House began. Municipal on land of the old Boys' School building, among others.

On May 13, 1906, the day of the Virgin of Luján, the foundation stone was laid with the sponsorship of the governor of the Province of Buenos Aires.
The inauguration of the building took place on May 24, 1910, when a commemorative medal was distributed. Two days later, the French community, through the president of the French Mutual Aid Society, Mr. José María Dominici, delivered an electric chandelier to the Municipality.
Mayor Juan G. Kaiser thanked him with a speech. On the ground floor of the Municipal House the “Irrigation Hymn” was sung and on the stairs Don Antonio Seijo, on behalf of the Spanish immigrants, presented the clock that would be placed in front of the communal headquarters and whose donation was resolved by the assembly of the Spanish Mutual Aid Association on February 27 of the same year, with Mr. Carmelo Yangüez being president.
The Italian community, for its part, donated the two statues that are at the beginning of the external staircase.
Around 1929, when Mr. Federico Fernández de Monjardín was municipal mayor, the façade of the communal building was modified, stripping it of the typical ornaments of its original style because it was intended to impose a neocolonial style on it. Luján (1937)".
