A monumental astronomical clock, topped by a large Chinese bell, a gift from the Chinese twin town of Yuncheng, sits on the Place Verdun in the center of Marmande.

Cette cloche est le symbole du jumelage de la ville de Marmande avec Yuncheng, ville de la province de Shanxi en Chine.
Elle a été coulée pour la somme de 28 000€, dans les fonderies de Wuhan capitale de la province de Hubei 13.
Son cadran est ceinturé par douze sections représentant les douze signes du zodiaque occidental, le signe correspondant à la période en cours étant rétroéclairé
Le fond est blanc, les chiffres romains et les aiguilles sont de couleur noire.
L’horloge astronomique a été fabriquée par l’entreprise BODET, la cloche a été fondue à WUHAN, province du HUBEI jumelée avec l’Aquitaine
Le coût de cette œuvre d’art, maîtrise d’œuvre, transport, conception, dédouanement, sans prendre en compte la régie est de 68.000 €.

The bell is two meters high, 1.20 meters wide and weighs around 1.5 tons. It rings at midday
The bell itself is topped by four white panels, each framed in red, with three of the twelve signs of the Chinese zodiac.
Buddhists and Taoists believe that all the inscriptions on the bell fly off into space. Reliefs are therefore of great importance
This bell is the symbol of the twinning of the town of Marmande with Yuncheng, a town in the Shanxi province of China.
It was cast at a cost of €28,000 in Wuhan, capital of Hubei 13 province.
Its dial is encircled by twelve sections representing the twelve signs of the Western Zodiac, with the sign corresponding to the current period backlit.
The background is white, and the Roman numerals and hands are black.
The astronomical clock was manufactured by BODET, while the bell was cast in WUHAN, HUBEI province, twinned with Aquitaine.
The cost of this work of art, including project management, transport, design, customs clearance, and not including management, is €68,000.

Marmande : l’idée qui cloche

Le maire Gérard Gouzes fait fi de la polémique autour du nouveau monument.
«Les gens viendront spécialement à Marmande pour voir l’horloge monumentale ! Vous verrez ! » Cette promesse, Gérard Gouzes la ressort à tous ses détracteurs. Et à toutes les occasions. Aujourd’hui, jour de l’inauguration de ce que l’on appelle par raccourci « la cloche chinoise », le maire ne devrait pas manquer de le rappeler. Gérard Gouzes assume ce que beaucoup considèrent comme une folie. Retour sur les épisodes précédents.
C’est en rentrant d’un voyage en Chine, en 2011, que Gérard Gouzes annonce la nouvelle : les Chinois de Yuncheng, avec qui Marmande sympathise en vue d’un possible jumelage, souhaitent offrir une cloche typique, assortie d’une horloge. Le maire la verrait bien trôner Square de Verdun.
Un cadeau qui fait un peu réagir certains élus marmandais, comme l’avocat Yann Delbrel, qui fait alors remarquer que « la cloche (chinoise) se trouverait juste à l’aplomb de notre place des Droits-de-l’Homme. Symboliquement, c’est pas mal. »
Le ton est pour l’instant taquin. Mais lorsque le projet s’est concrétisé, les dents ont plus que grincé. Nous sommes en septembre 2012, et Gérard Gouzes propose à son Conseil de voter l’achat de la cloche auprès de la fonderie de la ville de Wu Han, pour un montant de 215 000 yuans (28 000 euros environ) .
L’opposition s’abstient, et son chef de file, Laurence Valay, monte au créneau. Elle estime qu’en plus de cette somme, « alors que les finances de la Ville et des Marmandais sont serrées, ne sont pas inclus les coûts de l’installation, des douanes, du transport… »
Même dans les rangs de la majorité, l’achat fait grand bruit. Joël Hocquelet s’abstient lui aussi. Et la cloche est devenue « l’affaire d’État en ville ». Des proches du maire se demandent s’il ne va pas trop loin, si cette décision n’est pas risquée à l’approche des élections municipales de 2014. D’autres veulent croire en une stratégie « à la manière d’un Gouzes visionnaire, capable de sortir de son chapeau un partenariat économique avec la Chine, juste avant l’élection 2014 ».
Personne ne veut se prononcer officiellement. Mais la dépense est jugée déplacée. Le maire s’agace plusieurs fois, en conseil municipal. « On ne parle pas de dépenses colossales mais de 28 000 euros sur un budget communal de 35 millions d’euros ! Votre problème, c’est que vous n’avez qu’une obsession : prendre ma place ! » lancera-t-il à Didier Dutheil, de l’opposition.
Une opposition qui refuse que soient inscrits les noms de ses membres sous la cloche comme le maire entendait le faire. Et qui se fera, « car nous formons tous un Conseil municipal ». En guise de « protestation », Philippe Labardin, pour son groupe, a donc offert le mois dernier une ponceuse (made in China d’ailleurs). Et annoncé que l’opposition n’assisterait pas à l’inauguration.
Gérard Gouzes dit se réjouir de temps de bruit autour de l’installation de cette horloge monumentale. « La polémique créera la curiosité et attirera du monde. Et je ne regrette pas, ce geste symbolique aura une résonance dans nos relations avec la Chine. »
Inaugurée en ce début d’année du Serpent (à sonnettes ?) pour les Chinois, la cloche marmandaise aura marqué le cinquième mandat d’un maire déjà entré en campagne pour un dernier tour.
Marmande: the wrong idea
Mayor Gérard Gouzes shrugs off the controversy surrounding the new monument.
"People will come especially to Marmande to see the monumental clock! You'll see!" Gérard Gouzes makes this promise to all his detractors. And at every opportunity. Today, on the day of the inauguration of what is shortened to "the Chinese bell", the mayor should not fail to reiterate it. Gérard Gouzes assumes what many consider to be a folly. A look back at previous episodes.
On his return from a trip to China in 2011, Gérard Gouzes broke the news: the Chinese of Yuncheng, with whom Marmande is sympathetic with a view to a possible twinning, wanted to donate a typical bell, complete with clock. The mayor would like to see it in the Square de Verdun.
A gift that caused some of the town's elected representatives to react a little, such as lawyer Yann Delbrel, who pointed out that "the (Chinese) bell would be right in line with our Place des Droits-de-l'Homme. Symbolically, it's not bad."
For the moment, the tone is teasing. But when the project came to fruition, teeth more than gritted. It was September 2012, and Gérard Gouzes was proposing that his Council vote to purchase the bell from the Wu Han city foundry, for 215,000 yuan (around 28,000 euros).
The opposition abstained, and its leader, Laurence Valay, took up the cause. She believes that in addition to this sum, "at a time when the finances of the town and the people of Marmand are tight, the costs of installation, customs, transport, etc. are not included".
Even in the ranks of the majority, the purchase caused quite a stir. Joël Hocquelet also abstained. And the bell has become "the talk of the town". Those close to the mayor are wondering whether he's going too far, and whether this decision is risky in the run-up to the 2014 municipal elections. Others want to believe in a strategy "in the manner of a visionary Gouzes, capable of pulling an economic partnership with China out of his hat, just before the 2014 election".
No one wants to comment officially. But the expense is considered inappropriate. The mayor gets annoyed several times, at the town council meeting. "We're not talking about colossal expenses, but 28,000 euros out of a communal budget of 35 million euros! Your problem is that you only have one obsession: to take my place!" he shouted at opposition member Didier Dutheil.
An opposition that refuses to have the names of its members inscribed under the bell, as the mayor intended. And that will be done, "because we're all part of the Municipal Council". As a gesture of "protest", Philippe Labardin, on behalf of his group, offered a sander (made in China, by the way) last month. And announced that the opposition would not be attending the inauguration.
Gérard Gouzes says he's delighted with the amount of noise surrounding the installation of this monumental clock. "The controversy will create curiosity and attract people. And I have no regrets: this symbolic gesture will have a resonance in our relations with China."
Inaugurated at the start of the Year of the Rattlesnake for the Chinese, the Marmand bell will mark the fifth term of office of a mayor who is already campaigning for a final term.
