Manuel Fraga Iribarne (Villalba, November 23, 1922-Madrid, January 15, 2012) was a Spanish politician, diplomat and university professor.
He was president of Xunta de Galicia from February 5, 1990 to August 1, 2005.
"José Luis Baltar Pumar (Esgos, October 10, 1940) is a Spanish politician of the Popular Party whose political career has run entirely in the field of Galicia.
He has been mayor of Nogueira de Ramuín (1976-1995), president of the Provincial Council of Orense (1990-2012), senator (1993-2000), general secretary of Centristas de Galicia until that party was integrated into the Popular Party in 1991. Since then and until January 2010 he was provincial president of the PP of Orense.
On January 24, 2012, he publicly announced his resignation from the public offices he held: president of the Provincial Council of Orense, provincial deputy in the same province and councilman of Orense, remaining exclusively as a grassroots militant of the Partido Popular. Baltar was succeeded, both as head of the PP of Orense and as president of the Provincial Council, by his son José Manuel Baltar Blanco."

Trajectory
In the first democratic elections he was elected mayor of Peroxa by the PSOE. He was elected again in successive elections, in the municipal elections of 1987 he ran for Alianza Popular, then for Centristas de Galicia and then for PPdeG, always with absolute majority.
In addition, since 2011 he was the president of the soccer team Club Deportivo Ourense, replacing Juan Pérez Gómez."
