Crater of Diamonds State Park is the only public open-pit diamond mine in the world. As a State Park there is an admission fee to access the crater, but visitors can keep (within limits) what they find there. A tool shed near the crater will rent tools, and you can bring your own as well. According to their web page, on average a visitor will find two small diamonds here.
