Après des études classiques à Perpignan, il entre à l'École navale de Brest d'une manière brillante Il se marie avec Françoise des Ligneris le 22 juillet 1930. Il sort de l'École de guerre navale en 1937 et devient capitaine de corvette en 1938. En novembre 1939. il part en mission à bord du Casabianca Ce dernier revient avec une citation à l'ordre de l'Armée de Mer : «sous le commandement du capitaine de corvette Sacaze, a vaillamment pris part, en avril-mai 1940, aux opérations en mer du Nord au cours desquelles il a effectué plus de 400 heures de plongée». Le commandant Sacaze rejoint ensuite l'Équipement national participant dans une demi-clandestinité
