An upright large granite stone is topped by a bronze cap and cape and has a large bronze plaque honoring servicemen who died during the Civil War and are buried outside of Connecticut. The monument was dedicated in 1906 by the State of Connecticut and the Elias Howe Jr. Post of the Grand Army of the Republic. The plaque features an Civil War infantryman on the left and a Civil War soldier on the right. Both have their heads bowed.

The top of the plaque has the seal of the State of Connecticut and a banner inscribed with the names of Civil War battles:

The bottom of the plaque has the dedication:

IN LOVING MEMORY OF THOSE WHO DID NOT RETURN

The middle of the plaque has a five column listing of: name, rank, regiment, date, and place of death of of those not returned for burial from the following units.
