The mark is set in a round concrete monument that projects about 3 inches above the ground surface. A portion of the monument is cracking apart (and has clearly been doing so for quite some time, given the lichen growing on the cracked area). The cracking appears to be part of natural weathering, and the benchmark itself seems to have maintained its original position throughout the years.
