The
Handbook of Texas Online has a little blurb about Carl's Corner:
Carl's Corner is a small residential community at Farm Road 2959 and Interstate Highway 35E about seven miles northeast of Hillsboro in eastern Hill County. The development began as an interstate highway truck stop called Carl's Corner, which became well-known to travelers for its roadside curiosity—the large figures of dancing frogs on top of a diesel sign. The community was incorporated in the mid-1980s and in 1990 had a population of ninety-four. In 2000 the population was 134. The town receives many of its services, postal delivery, and educational services through nearby Hillsboro.
They're a little too modest. Carl's Corner was established in the 1980s by Carl Cornelius to provide an oasis to get around dry county laws. He invited a friend, Willie Nelson, to perform concerts on the grounds behind the building, and Nelson's "BioWillie" biodiesel was available here and heavily advertised along I-35. In 2005, this became "Willie's Place", which added a restaurant and a concert theater (with a bar and dance floor), and it was a popular event venue until it closed in 2011. Today, it's a Petro truck stop.
