Unfortunately, there does not appear to be any kind of online directory for those who achieved the rank of Eagle Scout, but one would wonder why an Eagle Scout medal would be used here instead of a fleur-de-lis if he hadn't earned the award. He probably was as proud as one could be, and his accomplishment was honored in this way.
Mr. Hooks passed on at the young age of fifteen in 1970. There is no background on his Findagrave page to suggest accident or illness, and a tip of the beret goes to him for earning the award at a young age when so many of us finish it in our late teens. Below the Eagle Scout medal, which is in relief, is this inscription:
