In 2014 the "Outside the Box" program was organized by Hartford's Marketing, Events, & Cultural Affairs Office (MECA) and Livable Sustainable Neighborhoods Initiative. Area artists were selected, and each winning artist was given a utility box on Franklin Avenue to paint, to create a series of painted utility boxes public art along Franklin Avenue.

The utility box on Franklin Avenue at the intersection of Chester Street was painted by Patrick and Samira Connolly. They created a colorful design inspired by scratch or scrape art, a graphic technique whereby a top layer of black wax is removed to reveal an underling multicolored surface. The line drawings of flowers against a multicolor background mimics the results of this process. The design appears on all four sides of the utility box.
