Sibyls were ancient Greek oracles, prophesying at holy sites. Most prominent one was the Oracle of Delphi.
The sculptures surrounding the Bismarck-Statue are supposed to highlight Bismarck's virtues. In this statue, Both the Spinx and the Sibyl are symbolizing "Bismarck's wisdom." The Sibyl is reading the book of history, symbolizing the dawn of a new historical era for Germany.
