The Phillip Haeffner House at 119 East 4th Street was built in 1892. The house is described on the district nomination as a "Blockish, 2 1/2 story brick house with mansard roof and some free classic Queen Anne architectural details." The house has a small balcony suppared by paired Tuscan columns. The house appears to be in good condition and now serves as a law office.
