This cylindrical water tank is located in the middle of the City park area on Country Club Drive and W. 7th Avenue. It is located on a small grass median within a large parking lot. The lot is used for visitors to the Pirate Action Sports Park, and the adjacent outdoor amphitheater in Klingensmith Park.

The tank is painted white and has no lettering on it, and is surrounded by a tall chain link fence with barbed wire.
