The COE placed four of these markers at the corners of the old 1840 Plymouth Cemetery, which is now on the COE property adjacent to the Tenn-Tom Waterway Lock and Dam. The cemetery has three gravestones left. I assume CEM stands for "cemetery", not "Corps Of Engineers Marker". Dated 1974.
