La Police Municipale désigne, en France, les pouvoirs de police des maires des communes, et l'ensemble des agents qui sont placés sous son autorité, détenteurs du statut particulier issu de la loi du 15 avril 1999. Ces fonctionnaires sont notamment chargés par le maire, sous le contrôle administratif du représentant de l'État dans le département, d'assurer les missions de la police municipale, de la police rurale et de l'exécution des actes de l'État qui y sont relatifs sur le territoire de la municipalité.

L'élu local détient ainsi d'importants pouvoirs (« pouvoir de police du maire ») de police administrative qui se voient définis à l'article L. 2212-2 du Code général des collectivités territoriales (CGCT)1 et qui ne peuvent s'exercer que sur le territoire communal.

Le rôle de la police municipale est d’améliorer la qualité de vie des personnes habitantes et présentes sur le territoire de la commune en travaillant en lien avec les administrés pour faire respecter les règles de bonne conduite, maintenir le bon ordre et réduire le sentiment d’insécurité. Ils participent à la lutte contre les incivilités mais aussi contre la petite et moyenne délinquance.

Pour mettre en œuvre cette responsabilité, les communes peuvent créer des services appropriés et recruter des agents de la fonction publique territoriale relevant de quatre catégories :

• des directeurs de police municipale (catégorie A) ;
• des chefs de service de police municipale (catégorie B) ;
• des agents de police municipale (catégorie C) ;
• des gardes champêtres (catégorie C). Ils détiennent un statut et des missions de service public particulières définies par la Loi du 15 avril 1999 et ses décrets d'application.

Ainsi, les policiers municipaux et les gardes champêtres, font partie intégrante des forces de l'ordre de la nation et sont dépositaires de l'autorité publique au même titre que les policiers nationaux et les gendarmes.

The Municipal Police designates, in France, the police powers of the mayors of the communes, and all the agents who are placed under its authority, holders of the special status resulting from the law of April 15, 1999. These officials are in particular charged by the mayor, under the administrative control of the representative of the State in the department, to ensure the missions of the municipal police, the rural police and the execution of the acts of the State which are related to it on the territory of the municipality.

The local elected representative thus holds important powers ("police power of the mayor") of administrative police which are defined in Article L. 2212-2 of the General Code of Territorial Collectivities (CGCT) 1 and who can not exercise only on the municipal territory.

The role of the municipal police is to improve the quality of life of residents living on the territory of the municipality by working with citizens to enforce the rules of good behavior, maintain good order and reduce the feeling of 'insecurity. They participate in the fight against incivilities but also against small and medium delinquency.

To implement this responsibility, the municipalities can create appropriate services and recruit agents of the territorial public service falling into four categories:

• municipal police directors (category A);
• heads of municipal police services (category B);
• municipal police officers (category C);
• field guards (category C). They hold a special status and public service missions defined by the Law of 15 April 1999 and its implementing decrees.

Thus, the municipal police and the rangers, form integral part of the forces of the order of the nation and are depositary of the public authority in the same way as the national policemen and the gendarmes.

I have had NO problems with taking photos of Police stations but please respect the fact that some services may be nervous about having their photo taken and inquire as to why... I have found that once things are explained they are more than happy to let me photograph the building, crest, chief... (they are people too!)
