"Originally the pump was installed to supply the water needed by fish vendors in the street and was positioned close to the west door of the nearby church, but it was moved to its current location across the road following complaints of noise by the congregation." link

Because of the move there are two plaques on the pump.

In Guernsey, each parish elects two constables, the senior constable and the junior constable. Persons elected generally serve a year as junior and then senior constable. The senior constable presides over the Douzaine that runs the parish. The constables are responsible for enforcing the decisions of the parish including the branchage (summer hedge-cutting)." link

It would appear that in days gone by connetables were also responsible for hand pumps.
