This bas-relief sculptured panel is one of twelve historic panels located on the abutments of the new Arterial bridges over Court Street, Columbia Street and Lafayette Street in downtown Utica. Known as the North-South Arterial project, completed in 2017, this major construction project created new overpasses for New York state routes 5, 8 and 12 through downtown Utica.

The sculpture images were chosen by committee, a committee which included the mayor, and representatives of the state department of transportation, the Oneida County Historical Society, Munson Williams Proctor Arts Institute and Sculpture Space. The Fort Miller Company manufactured the pieces.

This particular sculptured panel is an image of the seal of the city of Utica. The panel is on the east facing abutment on the south side of the bridge over Court Street.
