ANZAC Hill is the highest point in the Australian Light Horse Memorial Park, the cairn is similar to those constructed by Surveyor Thomas Pinniger in the 1860's when he undertook a geodetic survey of the Goulburn Valley, some of which survive to this day.
The park covers 150 hectares and was Victoria's largest army base going back to 1887 and used during World War 2 to train thousands of troops.
