On the sidewalk at the corner of Lafayette and Russ Streets in front of the Hartford Superior Court stands a 12' by 10' by 6' aluminum abstract sculpture called the Guardian, created by Bill Barrett. The sculptured was installed March 18, 1986.

A abstract sculpture stands on three legs, one straight, one bent and one larger one curved on the bottom. When viewed at a certain angle the sculpture tales on a human-like form with a head, a right arm bent at the elbow with hand over the breast and an arm holding a shield. Finally a piece resembling a tail.

A within a square on a leg of the sculpture has the following inscription:

"GUARDIAN"
BY
BILL BARRETT
COMMISSIONED BY STATE OF CONNECTICUT
FOR
THE CRIMINAL COURTS BUILDING
THROUGH THE
DEPARTMENT OF ADMINISTRATIVE SERVICES
AND THE
CONNECTICUT COMMISSION ON THE ARTS
1986

At the top of the end of a wedge shaped piece is inscribed in script

Bill Barrett 1986
