The building is located on the corner of Boothen Road and Church Street in Stoke. The stone plaque is situated on the wall of the building in Boothen Road.

The inscription reads;

LORD BISHOP OF CHESTER
JUNE 9 1902

The building may possibly have had some connection with the Minster Church of St.Peter Ad Vincula which is across the road facing this building. It has recently been renovated and converted into 12 luxury apartments.
