There is a welcome center in Pennsylvania when heading north towards Philadelphia. There isn't one when heading south towards Baltimore. There isn't a safe pull off on interstate 95, so it's best to take a drive by photo. The border comes up fast as the 695 splits from 95 so be ready to take your photos.
