Der Napoleonsturm wurde ursprünglich unter dem Namen "Turm der acht Winde" als Begräbnisstätte gebaut. Dieser Nutzung wurde der Turm allerdings nie zugeführt, da erkannt wurde, dass die Hochwassersicherheit nicht gegeben war.

The Napoleon tower was originally built as the "Tower of the Eight Winds" as a burial site. This use of the tower was never delivered because it was recognized that the flood protection was not given.
