New York acquired the land in 1928 and opened the park in 1930. Some of the work on the park was done by the Temporary Emergency Relief Administration. The CCC set up camp at the park in 1933. The CCC camp was closed in 1942.

From poster at park: "In 1933, a CCC camp was set up at Green Lakes State Park, followed by a second in 1934. At first the CCC continued with clearing brush, making trails, and planting trees. By 1935, these two camps were installing modern water supplies and sewage treatment facilities, laying telephone and power lines, and building several miles of park roads. These hardworking, young men also built concessions and service buildings, picnic table, comfort stations, fireplaces, and shelters. Perhaps their greatest accomplishment at Green Lakes State Park was the construction of an 18-hole golf course and its clubhouse, which served the public. One of the CCC camps was abandoned in January 1936; the other was closed in 1942, shortly after the United States entered World War II."
