Bert Seabourn, of Cherokee descent, is a prolific painter and has won many awards. This abstract bronze sculpture of a red tailed hawk above a Native American medicine man, was originally commissioned by AT&T in 1986. During the Centennial celebrations in 2007, AT&T donated the sculpture to the State of Oklahoma and it stands now on the north side of the offices of the Oklahoma Attorney General.

The sculpture stands 23 feet high, with the hawk wings being 12 feet high. It is mounted atop a spilling pool, which was not operational at the time of our visit.

A plaque nearby reads: WIND WALKER / Bert Seabourn / Presented to the State of Oklahoma by AT&T./ Fountain made possible by the generosity of the Fred and Mary Eddie Jones Foundation / in the Centennial Year November 2007
