"The department has a substation in Cincinnati, Arkansas, and the main station on the east side of the square, next to city hall.

Currently we man a staff of 30 firefighters and are running 10 trucks, 3 of which are tankers. We also man a rescue boat and emergency water rescue equipment. The Lincoln Fire Department partners with Central EMS which houses its service out of the Lincoln Fire Department.

The fire department has two senior positions, the Fire Chief, Willie Leming and Fire Administrator, Jay NORTON, who is full time with the City of Lincoln.

Jay is a graduate of Lincoln High School and has had a lifelong passion for defending people and structures from the ravages of fire. He began his career as a firefighter back in 1975, the same year he joined the Arkansas National Guard. He served in the Guard from 1975 through 1981 and retired from the volunteer fire department in 2000. In 2005 he was hired full time and became the City of Lincoln Fire Administrator, a senior position. He is the City of Lincoln’s full time representative of the fire department and reports directly to the Mayor of Lincoln and the Fire Chief.

His position encompasses all areas of the Lincoln Fire Department. He is responsible for all administrative duties and also serves in many cross-function roles with the city. He is one of the highest trained emergency workers in our area, and serves with the Fire/EMS on calls requiring emergency support.

Jay has a large range of certifications, beginning with his Introduction to Firefighting by the Arkansas Fire Academy, Protective Equipment by the Arkansas Fire Academy, Wild Land Fire by the Arkansas State Forestry Commission, Hazmat Operator by the Arkansas Fire Academy, FEMA courses ICS 100 through 800, Arson Investigator though the Washington County Sherriff’s Department and is a CERTIFIED TRAINER with the Arkansas Fire Academy. In addition to his fire credentials, Jay is also an Emergency Medical Technician, licensed by the Arkansas Department of Health.

He fights fires, makes Emergency Management calls as an EMT/FD responder and assists as needed with other duties as requested by the Mayor and Fire Chief."
