There is a side road almost right under the bridge where you can safely park.
Built in 1936 for the Atchison, Topeka and Santa Fe Railway, it is still used by them.
This part of Kansas Highway 177 from I-35 to U.S. 56 is the Flint Hills National Scenic Highway. (visit link)
