The clocks are mounted in an octagonal cupola. The clock faces are white with black Roman numerals and hands. The clocks appear to be in boxed wood frames sitting on 2 ornamental pedestals protruding from the cupola.

Designed by local architect John Jones, it is pretty typical of buildings for this day. It is a 2 story brick building with a bumped out section in the front which includes the entrance and a tower with an octagonal cupola. The cupola has clocks on 4 of its sides.
