There is plaque on the center piece of this three piece abstract art on the steps leading to the building. The plaque explains that depending on how you are looking at the statue, or more importantly, where you are looking at the statue, the name changes. If you are looking at it from the street than the name of the art is "Morning, Noon & Night". However, if you are looking at it from the building, out toward State Street, than the name becomes "Night, Moon & Morning".

This piece is made of granite and depicts three gigantic containers with handles raised up on rectangular-shaped, black, prism pedestals. The sculpture was commissioned under the Public Buildings Art Inclusions Act of 1978. The New Jersey Council of Arts website has information about this endeavor and other public art projects, current and future going on in New Jersey.
