This park was created as part of an Urban Renewal Project in 1972, during construction of the Pringle Park buildings immediately to the south. The park features several walkways, concrete slabs that overhang the mill race, and a number of benches.

This park's name is similar to the "Mill Race Park" located at 21st and Ferry Streets.
