The City of Annapolis and the Art in Public Places Commission has sponsored the Westgae Circle Project since 2009. The abstract art now in the Westgate traffic circle is titled "Shoal" and was created by artist Robert Donovan of Clarksburg, MD. It consists of five large untreated wooden "ribs" made of oak and poplar wood pieces. These represent whale ribs or the ribs of an old shipwreck. The theme ties in nicely with the city's history of being a port city and its naval influences. Raised above each of the five ribs are roughly shaped "fish" or "sails" that are suspended on 18 ft. long rebars and tend to sway in a breeze, reminding the viewer of the movement of a ship at sea. These "sails" also have solar powered lights installed in them so that at night, the small lights will appear as a small constellation above the wooden ribs below them.
