This mark is a New York State Department of Transportation triangulation disk stamped Freedom CBN, 1995. The disk is located along an old railway (tracks and ties removed) that parallels Dow Road. The disk is set in the top of the SW corner of a concrete bridge abutment, a couple/few feet below the level of the track.
