This monument is dedicated to Simon Bolivar a famous leader who led substanial victories against the Spanish in much of northern South America. He helped establish the countries of Peru, Bolivia, Venezuela, and for a time established Gran Colombia, a supernation which covered much of latin America. He was known as El Libertador.
The monument is a small plaque on a rock with the American and Bolivian flags beside it.
