In 2007 the £16 million Phase 1C of the East Kent Access Road was completed 4 months ahead of schedule by the contractor May Gurney. The 4 year scheme, costing £23 million, was to ease congestion along the then busy and narrow Sandwich corridor. In truth, much of the congestion was caused by the thousands of employees heading in and out of the Pfizer complex, which promptly shut up shop in 2011, leaving East Kent with a major unemployment headache, but a nice new dual carriageway.

Phase 1C saw major engineering obstacles overcome with the relocation of main electricity, gas and sewage pipelines and a large sluice gate at Stonar Cut - Stonar Cut was constructed in the 1770's by King George III to link 2 branches of the River Stour and crossed by a narrow bridge.

In celebration of the completed Phase 1C, 4 local schools from Sandwich were invited to mark the occasion by burying time capsules alongside the new dual carriageway at Stonar Cut. On July 9th 2007, 40 pupils and attending staff from Sandwich Infant School, Sandwich Junior School, Sandwich Technology School and Sir Roger Manwood's Schools joined local dignitaries and representatives from Pfizer's, May Gurney and Kent County Council to place 4 lead time capsules in a specially prepared concrete lined time capsule. Children's TV presenter 'Raven' from CBBC was in attendance to pick 4 pupils to place their respective school time capsule in the vault. Items included were school uniforms, letters from pupils and a DVD about school life. It is intended the time capsule be opened in 2057.
