The 1900 Ordnance Survey map for this area list this milestone as :-
Highworth 4
Swindon 2
And having walked from the centre of Swindon, I think that this is a correct mileage for a milestone at this location - at least from Swindon. However, the inscription says something different. I believe that this has been wrongly re-located or re-engraved.
I wonder if this milestone is the one that ought to be at the location of WMD2C4.
