This memorial is located in front of the DeKalb County Public Safety Complex located at the end of West Exchange Place, Tucker, GA. The memorial shows a phoenix wing that is rising rise out of the ashes from behind a piece of steel from one of the World Trade Center Towers.

The memorial was dedicated on September 11, 2011, and pays homage to the 343 New York firefighters, 60 New York and Port Authority police officers and the more than 2800 civilian victims of the terrorist attacks in New York, Washington D.C. and Shanksville, Pennsylvania.

The steel phoenix wing was sculpted by Curtis James Miller and is set on a solid piece of granite in the shape of a pentagon to symbolize the military and country. The memorial was conceived by DeKalb County Firefighter Doug Harms who received a piece of steel from one of the World Trade Center Towers in New York City to be the centerpiece of the monument. The central black displays the New York City Fire and Police units that responded on 9/11, NYPD 23, PAPD 37 and FNDY 343. Surrounding the central memorial are post with the flight numbers of the four planes that were hijacked, each has an educational plaques. This plaques include flight information from each of the hijacked airplanes as well as a time-line of the hours leading up to and during the attacks of 9/11. At the rear of the memorial is a granite block inscribed with the following.
