This old train bell is on public display ate Warthers Museum in Dover, Ohio. It is located in the garden area next to the museum/store along with other railroad displays.

The Warther Family has a long history in Dover, Ohio, with a tradition of hand-made cutlery. The
Warther Museum here features a history of this fine cutlery. But, they also had a passion for trains, and the hand crafted precision scale models here are almost priceless works of art.
The adjoining garden is open to the public and features railway displays including a B & O Caboose and a model of an old telegraph office, and the old Locomotive No. 7.
Unfortunately, there is no identification on or near it and no details about it on the Warther's web site.
